Punctuated Tyre Maybe?

We came across this sign on the way home and couldn't quite work out the correct meaning.....
Cyclists, dead slow vehicles ahead.
Cyclists dead. Slow vehicles ahead.
Cyclists dead slow. Vehicles ahead.

So this proves that a little bit of punctuation can save lives!
